Any country with a fertility rate at 1.9 will automatically decrease as 2.1 is the minimum figure needed to sustain the population in a country. Back to topic, I think the reason why bears can sustain their body weight above 1000 and even 2000 pounds and above is because of their body and bone structure something that will crush the weasel and even the pantherine family should they 'magically' reach that weight.

Tigons are smaller than both the male tiger and female lionesses. Tigons are also captive hybrids.

I am not an expert either, however, it seems the liger has hormones that makes it grow extra large (totally the opposite of a tigon). The good thing about brown bears is they can sustain 1000 pounds and above without becoming overweight.

A smaller barren ground grizzly can drive off all polar bears from a carcase except mature males. Therefore, for a smaller bear to be dominant, it must have aggression to make up for its lack of size.

Similar to the wolverine and the honey badger. Wolverines and honey badgers and even eurasian badgers are durable for their size. However, I still think bears are stronger pound to pound as 'scaled up wolverines and honey badgers' will be crushed by their own weight. Still honey badgers do show tenacity in a country full of predators.

Explain what you mean by crushed by their own weight? It means wolverines and weasels and felines and pantherines are not made to sustain 1000 pounds plus like brown bears and polar bears can do so. This is according to the square cube law where mass increases faster than strength meaning the wolverine will get pound to pound weaker than a grizzly should it miraculously reach the same weight.

Still honey badgers do show tenacity in a country full of predators. Mustelids are simply not "programed" to be bear-sized animals. Their main defense is aggressive behavior and bluff. "Crushed by their own weight"... a questionable theory.
